Bulkhead Seating

I don’t have any specific stories, but would like to know how airlines are getting away with selling bulkhead seating at a premium. One of the last times I flew with my service dog, I requested bulkhead and was told there were none available. The reason there were none available was because they sold the seat for an extra $89 to people who wanted more room as opposed to people who required more room.
